Abstract
Parts I-III of this Article outline the evolution of federal review of municipal boundary changes under the Constitution and the Voting Rights Act, culminating in the Supreme Court's recent decision in City of Pleasant Grove v. United States. Part IV examines the effect of Pleasant Grove and the utility of section 5 of the Voting Rights Act as a tool to combat discriminatory practices.
