Growth Management and Constitutional Rights—Part I: The Blessings of Quiet Seclusion

Abstract

This Article will focus primarily upon the constitutional ramifications of controls on the movement of people. Part I considers the problems of growth management in light of present judicial standards of review as well as problems of judicial relief. Part II will evaluate possible affirmative governmental action that would enable growth management to be undertaken in a manner consistent with the constitutional "right to travel."
