Abstract

In the selection or formulation of a housing allocation plan it is essential to consider the purpose for which the plan is intended and the nature of the governmental process by which it is to be implemented. In addition, the criteria on which the allocation is based should be selected to be consistent with the plan's purpose and administrative process.
